Market Participants (Complainant), filed
a formal complaint against PJM
Interconnection, L.L.C. (Respondent),
alleging that the Respondent’s Open
Access Transmission Tariff is unjust
and unreasonable to the extent it does
not allow the Respondent to consider
total system costs in clearing sell offers
in the Capacity Performance Resources
Delivery Years 2016–2018 and 2017/
2018, as more fully explained in the
complaint.
