SUPPLEMENTARY INFORMATION: Background: The Middle Class Tax Relief and Job Creation Act of 2012 (Act), Public Law 112–96, 126 Stat. 156 (2012), created FirstNet as an independent authority within the National Telecommunications and Information Administration (NTIA). The Act directs FirstNet to ensure the building, operation and maintenance of a single nationwide, interoperable public safety broadband network. The FirstNet Board is responsible for making strategic decisions regarding FirstNet’s operations. As provided in section 4.08 of the FirstNet Bylaws, the Board through this Notice provides at least two days notice of a Special Meeting of the Finance Committee to be held August 5, 2015, from 3:00 p.m. to 4:30 p.m. Eastern Daylight Time.     An application has been submitted to the Foreign-Trade Zones Board 
(the Board) by the Northern Mississippi FTZ, Inc., grantee of FTZ 262, 
requesting subzone status for the facility of Haier America Trading, 
LLC, located in Olive Branch, Mississippi. The application was 
submitted pursuant to the provisions of the Foreign-Trade Zones Act, as 
amended (19 U.S.C. 81a-81u), and the regulations of the Board (15 CFR 
part 400). It was formally docketed on July 29, 2015.
    The proposed subzone (21.194 acres) is located at 12386 Crossroad 
Drive in Olive Branch. The proposed subzone would be subject to the 
existing activation limit of FTZ 262. No authorization for production 
activity has been requested at this time.
    In accordance with the Board's regulations, Camille Evans of the 
FTZ Staff is designated examiner to review the application and make 
recommendations to the Executive Secretary.
    Public comment is invited from interested parties. Submissions
