of the functions of agencies funding
research and research-related activities,
including whether the information shall
have practical utility; (b) ways to
enhance the quality, utility, and clarity
of the information collected from
respondents, including through the use

On July 16, 2015, the Postal Service
filed notice that it has entered into an
additional Global Expedited Package
Services 3 (GEPS 3) negotiated service
agreement (Agreement).1
To support its Notice, the Postal
Service filed a copy of the Agreement,
a copy of the Governors’ Decision
authorizing the product, a certification
of compliance with 39 U.S.C. 3633(a),
and an application for non-public
treatment of certain materials. It also
filed supporting financial workpapers.
