The annual performance report must
include both quantitative and
qualitative information sufficient to
assess the quality, relevance, and
usefulness of the training and TA
provided by the Center and the progress
toward training and TA objectives for
that year. The data used must be valid
and verifiable.
The annual performance reports must
provide, at a minimum, specific
information on the number of training
and TA activities conducted by the
Center, the topics of these activities, the
type of training and TA provided (i.e.,
intensive, targeted, general), the number
and types of participants served (i.e.,
DSAs or other providers of services
under the OIB program), and summary
data from participant evaluations.
5. Continuation Awards: In making a
continuation award under 34 CFR
75.253, the Secretary considers, among
other things: whether a grantee has
made substantial progress in achieving
the goals and objectives of the project;
whether the grantee has expended funds
in a manner that is consistent with its
approved application and budget; and,
if the Secretary has established
performance measurement
requirements, the performance targets in
the grantee’s approved application. In
making a continuation grant, the
Secretary also considers whether the
grantee is operating in compliance with
the assurances in its approved
application, including those applicable
to Federal civil rights laws that prohibit
discrimination in programs or activities
receiving Federal financial assistance
from the Department (34 CFR 100.4,
104.5, 106.4, 108.8, and 110.23).

(FE) of the Department of Energy (DOE)
gives notice of receipt of an application
(Application), filed on June 25, 2015, by
Freeport LNG Development, L.P.
(Freeport LNG), requesting blanket
authorization to export liquefied natural
gas (LNG) previously imported into the
United States from foreign sources in an
amount up to the equivalent of 24
billion cubic feet (Bcf) of natural gas on
a short-term or spot market basis for a
two-year period commencing on July 19,
2015.1 Freeport LNG seeks authorization
to export the LNG from the Freeport
LNG Terminal located on Quintana
Island, Texas, to any country with the
capacity to import LNG via ocean-going
carrier and with which trade is not
prohibited by U.S. law or policy.
Freeport LNG states that it does not seek
authorization to export any domestically
produced natural gas or LNG. DOE/FE
SUMMARY:

The Application will be reviewed

amended, and the authority contained
in DOE Delegation Order No. 00–
002.00N (July 11, 2013) and DOE
Redelegation Order No. 00–006.02 (Nov.
17, 2014). In reviewing this LNG export
application, DOE will consider domestic
need for the gas, as well as any other
issues determined to be appropriate,
including whether the arrangement is
consistent with DOE’s policy of
promoting competition in the
marketplace by allowing commercial
parties to freely negotiate their own
trade arrangements. Parties that may
oppose this application should
comment in their responses on these
issues.
The National Environmental Policy
Act (NEPA), 42 U.S.C. 4321 et seq.,
requires DOE to give appropriate
consideration to the environmental
effects of its proposed decisions. No
final decision will be issued in this
proceeding until DOE has met its NEPA
responsibilities.
