The Under Secretary for Management may re-delegate this authority, to the extent authorized by law. Notwithstanding this delegation of authority, the Secretary of State, the Deputy Secretary, and the Deputy Secretary for Management and Resources may at any time exercise the functions herein delegated. This meeting will be open to the public; however attendance will be limited to the seating available. Entry into the Harry S Truman building is controlled and must be arranged in advance of the meeting.     By virtue of the authority vested in the Secretary of State by
