Background
Restoring an endangered or
threatened animal or plant to the point
where it is again a viable, secure
member of its ecosystem is a primary
goal of the Service’s endangered species
program. To help guide the recovery
effort, the Service prepares recovery
plans for the federally listed species
where a plan will promote the
conservation of the species. Recovery
plans describe site-specific actions
necessary for the conservation of the
species; establish objective, measurable
criteria which, when met, would result
in a determination that the species no
longer needs the protection of the Act;
and provide estimates of the time and
cost for implementing the needed
recovery measures.
The Act requires recovery plans for
listed species, unless such a plan would
not promote the conservation of a
particular species. This is the first draft
recovery plan for the Salt Creek tiger
beetle. The Service will consider all
information received during a public
comment period, including peer review,
when preparing a final recovery plan.
We will summarize and respond to the
issues raised by the public and peer
reviewers in an appendix to the
approved recovery plan.
The Salt Creek tiger beetle was listed
as a federal endangered subspecies on
November 7, 2005 (70 FR 58335,
October 6, 2005). This subspecies is
currently limited to Lancaster County,
Nebraska. Critical habitat was
established in 2010 and revised in 2013
and 2014. Our recovery strategy is to
establish metapopulations in multiple
recovery areas. Accomplishing this
strategy requires acquisition of land or
conservation easements, focused habitat
restoration and management projects,
and reintroductions.

federally listed as endangered under the
Endangered Species Act of 1973, as
amended (16 U.S.C. 1531 et seq.; Act).

comment from the public on this draft
plan.

abutting the Pactola Reservoir located in
the Black Hills National Forest,
Pennington County, South Dakota.
Order
By virtue of the authority vested in
the Secretary of the Interior by Section
204 of the Federal Land Policy and
Management Act of 1976, 43 U.S.C.
1714, it is ordered as follows:
Public Land Order No. 7174 (60 FR
58521 (1995)), which withdrew 35 acres
of Federal mineral estate from location
and entry under the United States
mining laws, but not from leasing under
the mineral leasing laws, to protect the
United States Forest Service Pactola
Visitor Information Center, Pactola
Marina North, and Pactola Marina
South, is hereby extended for an
additional 20-year period. This
withdrawal will expire on November 27,
2035, unless, as a result of a review
conducted prior to the expiration date
pursuant to Section 204(f) of the Federal
Land Policy and Management Act of
1976, 43 U.S.C. 1714(f), the Secretary
determines that the withdrawal shall be
further extended.

12, 2015, under section 337 of the Tariff
Act of 1930, as amended, 19 U.S.C.
1337, on behalf of Canon Inc. of Japan;
Canon U.S.A., Inc. of Melville, New
York; and Canon Virginia, Inc. of
Newport News, Virginia. The complaint
alleges violations of section 337 based
upon the importation into the United
States, the sale for importation, and the
sale within the United States after
importation of certain toner supply
containers and components thereof by
reason of infringement of certain claims
