Notice is hereby given of the
following Determinations: Pursuant to
the authority vested in me by the Act of
October 19, 1965 (79 Stat. 985; 22 U.S.C.
2459), Executive Order 12047 of March
27, 1978, the Foreign Affairs Reform and
Restructuring Act of 1998 (112 Stat.
2681, et seq.; 22 U.S.C. 6501 note, et
seq.), Delegation of Authority No. 234 of
October 1, 1999, Delegation of Authority
No. 236–3 of August 28, 2000 (and, as
appropriate, Delegation of Authority No.
257 of April 15, 2003), I hereby
determine that the objects to be
included in the exhibition ‘‘Gauguin to
Picasso: Masterworks from Switzerland,
The Staechelin & Im Obersteg
Collections,’’ imported from abroad for
temporary exhibition within the United
States, are of cultural significance. The
objects are imported pursuant to a loan
agreement with the foreign owners or
custodians. I also determine that the
exhibition or display of the exhibit

for any agricultural product among
supplying countries or customs areas.
The President delegated this authority
to the United States Trade
Representative under Presidential
Proclamation 6763 (60 FR 1007).
On June 15, 2015 (80 FR 34129), the
Secretary of Agriculture (Secretary)
announced the sugar program
provisions for Fiscal Year (FY) 2016.
The Secretary announced an in-quota
quantity of the TRQ for raw cane sugar
for FY 2016 of 1,117,195 metric tons *
raw value (MTRV), which is the
minimum amount to which the United
States is committed under the World
Trade Organization (WTO) Uruguay
Round Agreements. USTR is allocating
this quantity (1,117,195 MTRV) to the
following countries in the amounts
specified below:

The Office of the United
States Trade Representative (USTR) is
providing notice of country-by-country
allocations of the Fiscal Year (FY) 2016
(Oct. 1, 2015 through Sept. 30, 2016) inquota quantity of the tariff-rate quotas
for imported raw cane sugar, certain
sugars, syrups and molasses (also
known as refined sugar), specialty sugar,
and sugar-containing products.

SUPPLEMENTARY INFORMATION: Pursuant
to Additional U.S. Note 5 to chapter 17
of the Harmonized Tariff Schedule of
the United States (HTS), the United
States maintains tariff-rate quotas
(TRQs) for imports of raw cane sugar
and refined sugar. Pursuant to
Additional U.S. Note 8 to chapter 17 of
the HTS, the United States maintains a
TRQ for imports of sugar-containing
products.
Section 404(d)(3) of the Uruguay
Round Agreements Act (19 U.S.C.
3601(d)(3)) authorizes the President to
