The ‘‘on-scene representative’’ of the Captain of the Port Detroit is any Coast Guard commissioned, warrant, or petty officer who has been designated by the Captain of the Port Detroit to act on his behalf. Temporary final rule. AGENCY: ACTION: The Coast Guard is temporarily changing the enforcement date of the special local regulation for the recurring New Jersey Offshore Grand Prix, held in the waters of the Manasquan River and Atlantic Ocean, near Seaside Park, New Jersey. The change of enforcement date for the special local regulation is necessary to provide for the safety of life on navigable waters during the event. This action will restrict vessel traffic in the waters of the Manasquan River and Atlantic Ocean near Seaside Park, New Jersey, from 10:00 a.m. to 5:00 p.m. on July 9, 2015, and July 10, 2015. SUMMARY: The Coast Guard will enforce the safety zones for annual 
marine events in the Captain of the Port Detroit zone on the dates and 
times noted below. This action is necessary and intended to ensure 
safety of life on the navigable waters immediately prior to, during, 
and immediately after marine events. During the aforementioned period, 
the Coast Guard will enforce restrictions upon, and control movement 
of, vessels in a portion of the Captain of the Port Detroit zone.

DATES: The regulations in 33 CFR 100.921, 33 CFR 100.927, and 33 CFR 
100.928 will be enforced on the dates and times noted below.

Island at the Kelley's Island Dock, 41[deg]35'24.59'' N./
082[deg]42'16.61'' W., and 41[deg]35'24.44'' N./082[deg]42'16.04'' W.
