The U.S. Department of Energy (DOE) announces the availability of the ``Great Northern Transmission Line Project Draft Environmental Impact Statement'' (DOE/EIS-0499) for public review and comment. DOE is also announcing eight public hearings to receive comments on the Draft EIS. The Draft EIS evaluates the environmental impacts of DOE's proposed Federal action of issuing a Presidential permit to the Applicant: Minnesota Power, a regulated utility division of ALLETE, Inc., to construct, operate, maintain, and connect a new electric transmission line across the U.S./Canada border in northern Minnesota. It also addresses the potential human and environmental impacts of the project, and possible mitigation measures, including route, alignment, and site alternatives required for a transmission line route permit from the Minnesota Public Utilities Commission under the Minnesota Power Plant Siting Act. The EIS was jointly prepared by DOE with the Minnesota Department of CommerceEnvironmental Energy Review and Analysis (MN DOC-EERA) acting as state co-lead in order to avoid duplication, and to comply with the environmental review requirements under both federal and state regulations. Region 5 of the U.S. Environmental Protection Agency (USEPA), the St. Paul District Office of the U.S. Army Corps of Engineers (USACE), and the Twin Cities Ecology Field Office of the U.S. Fish and Wildlife Service (USFWS) are cooperating agencies in preparing the GNTL Project EIS.

We are adopting a new airworthiness directive (AD) for certain ATR-GIE Avions de Transport R[eacute]gional Model ATR42-500 and ATR72- 212A airplanes. This AD requires inspection of the affected control systems rods and, depending on findings, a replacement of the affected rods. This AD was prompted by reports of non-conformity of certain control rods, which could result in failure of the control rods. We are issuing this AD to detect and correct failure of an affected control rod, which, under certain circumstances, could result in reduced control of the airplane.

We are adopting a new airworthiness directive (AD) for certain Bombardier, Inc. Model DHC-8-400 series airplanes. This AD was prompted by reports of corrosion in the low-rate discharge tubes of the fire protection system leading to the forward baggage compartment, and perforation of one or more tubes. This AD requires repetitive checks for leakage of the discharge tubes of the fire protection system. This AD also mandates eventual replacement of all existing aluminum tube assemblies with new, improved corrosion-resistant stainless steel tube assemblies. We are issuing this AD to prevent perforation of the low- rate discharge tubes, which could result in insufficient fire extinguishing agent reaching the forward baggage compartment in the event of a fire, which could result in damage to the airplane and injury to the occupants.

The Environmental Protection Agency (EPA) is proposing to approve some elements and disapprove other elements of state implementation plan (SIP) submissions from Minnesota regarding the infrastructure requirements of section 110 of the Clean Air Act (CAA) for the 2008 ozone, 2010 nitrogen dioxide (NO2), 2010 sulfur dioxide (SO2), and 2012 fine particulate matter (PM2.5) National Ambient Air Quality Standards (NAAQS). The infrastructure requirements are designed to ensure that the structural components of each state's air quality management program are adequate to meet the state's responsibilities under the CAA. EPA proposes to disapprove certain elements of Minnesota's submissions relating to Prevention of Significant Deterioration (PSD) requirements. Minnesota already administers Federally promulgated regulations that address the proposed disapprovals described in today's rulemaking. Therefore, the state will not be obligated to submit any new or additional regulations as a result of a future final disapproval.

Approval and Promulgation of Implementation Plans; Georgia: Changes to Georgia Fuel Rule and Other Miscellaneous Rules

The Environmental Protection Agency (EPA) is proposing to approve the State of Georgia's February 5, 2015, State Implementation Plan (SIP) revision, submitted through the Georgia Environmental Protection Division (GA EPD), to modify the SIP by removing Georgia's Gasoline Marketing Rule and Consumer and Commercial Products Rule, revising the NOX Emissions from Stationary Gas Turbines and Stationary Engines Rule, and adding measures to offset the emissions increases expected from the changes to these rules. This modification to the SIP will affect, in varying ways, the 45 counties in and around the Atlanta, Georgia, metropolitan area covered by the Georgia Gasoline Marketing Rule (hereinafter referred to as the ``Georgia Fuel Area''). Additionally, EPA is also proposing to approve structural changes to the NOX Emissions from Stationary Gas Turbines and Stationary Engines Rule included in a SIP revision submitted by GA EPD on September 26, 2006. EPA has preliminarily determined that the portion of Georgia's September 26, 2006 SIP revision addressing changes to the NOX Emissions from Stationary Gas Turbines and Stationary Engines Rule and the February 5, 2015, SIP revision meet the applicable provisions of the Clean Air Act (CAA or Act).

The U.S. Agency for International Development (USAID) is implementing a pilot for a Partner Vetting System (PVS) for USAID assistance and acquisition awards. The purpose of the Partner Vetting System is to help mitigate the risk that USAID funds and other resources could inadvertently benefit individuals or entities that are terrorists, supporters of terrorists or affiliated with terrorists, while also minimizing the impact on USAID programs and its implementing partners. This final rule sets out the requirements for the vetting of Federal awards, requirements including award terms for PVS, and applies PVS to a pilot program and any subsequent implementation of PVS that is determined appropriate. It follows publication of a proposed rule and takes into consideration the public comments received.

On November 21, 2014, the Secretary of Homeland Security (Secretary) published three notices in the Federal Register designating Guinea, Liberia, and Sierra Leone for Temporary Protected Status (TPS), each for a period of 18 months. The designations took effect on November 21, 2014 and are valid through May 21, 2016. The Department of Homeland Security (DHS) established a 180-day registration period from November 21, 2014 through May 20, 2015. Through this Notice, the Secretary is extending the initial registration period for each of the designations to provide an additional 90 days for individuals who may be eligible for TPS under the Guinea, Liberia, or Sierra Leone designation to prepare and submit their applications. The initial registration period for all three countries has been extended from May 21, 2015 through August 18, 2015. Complete applications must be received with the appropriate fee or with a fee waiver request by August 18, 2015. The extension of the initial registration period does not extend the period of the TPS designation. To be eligible for TPS under the Guinea, Liberia, or Sierra Leone designations, applicants must demonstrate that they have been continuously physically present in the United States since November 21, 2014, and have continuously resided in the United States since November 20, 2014.

This report describes the minimum requirements of fiscal transparency developed, updated, and strengthened by the Department in consultation with other relevant federal agencies, reviews those governments that were identified as anticipated recipients of foreign assistance funds in the FY 2014 Fiscal Transparency Report, assesses those that did not meet the minimum fiscal transparency requirements, and indicates whether governments that did not meet the minimum fiscal transparency requirements made significant progress towards meeting the requirements during the review period of January 17-December 31, 2014. The report also provides a brief description of the use of the Fiscal Transparency Innovation Fund.
Notice of Intent To Prepare an Environmental Assessment for the NuStar Burgos Pipelines Projects

The U.S. Department of State (the Department) is issuing this Notice of Intent (NOI) to inform the public that it intends to prepare an environmental assessment (EA) consistent with the National Environmental Policy Act of 1969 (NEPA) (as implemented by the Council on Environmental Quality Regulations found at 40 CFR parts 1500-1508) to evaluate the potential impacts of the construction and operation of a proposed new NuStar Burgos pipeline and a proposed change in petroleum products for an existing Burgos pipeline. In December 2014, NuStar submitted two applications to the Department. One application requests a new Presidential Permit allowing changes to the operation of an existing 8-inch outer diameter pipeline (the Existing Burgos pipeline) at the United States-Mexico border, as well as a name change of the owner and operator. The other application requests a new Presidential Permit for construction, connection, operation, and maintenance of a new 10-inch outer diameter pipeline and associated facilities parallel to the Existing Burgos pipeline also at the United States-Mexico border (the New Burgos pipeline). Both pipelines would connect the Petroleos Mexicanos (PEMEX) Burgos Gas Plant near Reynosa, Tamaulipas, Mexico and the NuStar terminal near Edinburg, Texas. This NOI informs the public about the proposed projects and solicits participation and comments from interested federal, tribal, state, and local government entities and the public for consideration in establishing the scope and content of the environmental review. The information collection requests a three-year extension of its Labor Relations Report collection. The collection requests information from the Department of Energy Management and Operation (M&O) and Facilities Management Contractors for contract administration, management oversight, and cost control. The information collection will assist the Department in evaluating the implementation of the contractors' work force collective bargaining agreements, and apprise the Department of significant labor-management developments at DOE contractor sites. This information is used to ensure that Department contractors maintain good labor relations and retain a workforce in accordance with the terms of their contract and in compliance with statutory and regulatory requirements as identified by contract.

The Nuclear Waste Policy Act (NWPA) of 1982 required that DOE enter into Standard Contracts with all generators or owners of spent nuclear fuel and high-level radioactive waste of domestic origin. EIA, pursuant to the Paperwork Reduction Act of 1995, intends to extend for three years, Form NWPA-830G, ``Appendix G-Standard Remittance Advice for Payment of Fees (including Annex A to Appendix G),'' with the Office of Management and Budget (OMB). Form NWPA-830G is part of the Standard Contract for Disposal of Spent Nuclear Fuel and/or High-Level Radioactive Waste. Generators and owners of spent nuclear fuel and high-level radioactive waste of domestic origin paid fees into the nuclear waste fund based on net electricity generated and sold as defined in the Standard Contract. In November 2013, a federal appeals court ruled that DOE must cease collection of the Spent Nuclear Fuel Disposal Fee. DOE determined that, effective May 16, 2014, the fee is reduced from 1.0 Mil per kilowatt- hour ($1 per megawatt-hour) to 0.0 Mil per kilowatt-hour ($0 per megawatt-hour), ultimately reducing to zero the quarterly collection of fees from domestic generators of nuclear electricity. However, through its Office of the General Counsel, DOE has directed EIA to continue activities associated with the collection and verification of net electricity generation data and estimation of the spent nuclear fuel disposal fees that would otherwise accrue from this generation. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.

The Lincoln National Forest, located in southern New Mexico, is initiating the forest planning process pursuant to the 2012 Forest Planning Rule. This process results in a Forest Land Management Plan which describes the strategic direction for management of forest resources for the next ten to fifteen years on the Lincoln National Forest. The first phase of the process, the assessment phase, is beginning, and interested parties are invited to contribute in the development of the assessment (36 CFR 219.6). The trends and conditions identified in the assessment will help in identifying the current plan's need for change and aid in the development of plan components. The Department of Veterans Affairs (VA), San Francisco VA Medical Center (SFVAMC) announces the availability of the Final Environmental Impact Statement (EIS) for the Long Range Development Plan (LRDP). Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended (42 U.S.C. 4331 et seq.), the Council on Environmental Quality Regulations for Implementing the Procedural Requirements of NEPA (40 CFR parts 1500-1508) and VA's implementing Regulations (38 CFR part 26), VA has considered comments received on the Supplemental Draft EIS and has prepared the Final EIS. The LRDP describes development and construction of patient care buildings, research buildings, business occupancy buildings, and parking structures, as well as retrofitting seismically deficient buildings. The Final EIS identifies and addresses environmental impacts associated with the Proposed Action.
Boise National Forest and Sawtooth National Forest; Idaho and Utah; Forest-Wide Invasive Plant Treatment Environmental Impact Statement

Invasive plants have been identified as a major threat to the biological diversity and ecological integrity within and outside the Boise National Forest and the Sawtooth National Forest (the Forests). Invasive plants create many adverse environmental effects, including, but not limited to: Displacement of native plants; reduction in functionality of habitat and forage for wildlife and livestock; threats to populations of threatened, endangered and sensitive species; alteration of physical and biological properties of soil, including productivity; changes to the intensity and frequency of fires; and loss of recreational opportunities. Within the 2,110,408 acres of the of the Sawtooth National Forest and with the 2,203,703 acres of the Boise National Forest, approximately 247,603 acres are identified as being infested with invasive, non-native, and/or State-listed noxious weeds. These invasive plant infestations have a high potential to expand on lands within and adjacent to the Forests, degrading desired plant communities and the values provided by those communities. Forest lands are also threatened by `potential invaders', invasive plants that have not been found on the Forests but are known to occur in adjacent lands, Counties, or States. Infestations can be prevented, eliminated, or controlled through the use of specific management practices. A clear and comprehensive integrated invasive plant management strategy would allow for the implementation of timely and effective invasive plant management and prevention for projects and programs on the Forests. In the absence of an aggressive invasive plant management program, the number, density, and distribution of invasive plants on both Forests will continue to increase.
