We have estimated the hourly wage at the expected prevailing minimum wage, which is $7.25 per hour in Kentucky and Texas. The hourly minimum wage in the District of Columbia is expected to be $10.50 by Q3 of 2015. Accordingly, we assume an hourly rate across all sites of $8.13 that represents an average of these two rates, weighted by the pledged sample at each site. A recent report by the Center on Budget and Policy Priorities, some 55 percent of non-elderly, non-disabled households receiving voucher assistance reported earned income in 2010. This proposed Consent Decree concerns a complaint filed by the United States against Suellyn Rader Blymyer, individually and in her capacity as the Personal Representative of the Estate of Lyle J. Rader, and Uptrail Group, LLC, (‘‘Defendants’’), pursuant to 33 U.S.C. 1311, to obtain injunctive relief from and impose civil penalties against the Defendants for violating the Clean Water Act by discharging pollutants without a permit into waters of the United States. The proposed Consent Decree resolves these allegations by requiring the Defendants to restore the impacted areas, perform mitigation, and pay a civil penalty.
