Clarification
In revising Subpart B—Obtaining

AGENCY:
The Environmental Protection
Agency (EPA) is proposing to approve a
State Implementation Plan (SIP)
revision submitted by the State of
Connecticut. The revision updates state
regulations containing ambient air
quality standards (AAQS) to be
consistent with EPA’s national ambient
air quality standards (NAAQS). The
intended effect of this action is to
approve these regulations into the
Connecticut SIP. This action is being
taken in accordance with the Clean Air
Act (CAA).
DATES: Written comments must be
received on or before July 24, 2015.

Agency views this as a noncontroversial
submittal and anticipates no adverse
comments. A detailed rationale for the
approval is set forth in the direct final
rule. If no adverse comments are
received in response to this rule, no
further activity is contemplated. If EPA
receives adverse comments, the direct
final rule will be withdrawn and all
public comments received will be
addressed in a subsequent final rule
based on this proposed rule. EPA will
not institute a second comment period.
Any parties interested in commenting
on this action should do so at this time.
Please note that if EPA receives adverse
comment on an amendment, paragraph,
or section of this rule and if that
provision may be severed from the
remainder of the rule, EPA may adopt
as final those provisions of the rule that
are not the subject of an adverse
comment.

AGENCY:
The Environmental Protection
Agency (EPA) is proposing to approve
elements of state implementation plan
(SIP) submissions from Michigan
regarding the infrastructure
requirements of section 110 of the Clean
Air Act (CAA) for the 2008 ozone, 2010
nitrogen dioxide (NO2), 2010 sulfur
dioxide (SO2), and 2012 fine particulate
(PM2.5) National Ambient Air Quality
Standards (NAAQS). The infrastructure
requirements are designed to ensure that
the structural components of each
state’s air quality management program
are adequate to meet the state’s
responsibilities under the CAA. EPA is
also proposing to approve a submission
from Michigan addressing the state
board requirements under section 128 of
the CAA.
