Response: 15 minutes.

The Final EA was prepared in

Environmental Policy Act (NEPA) of
1969, as amended, FAA Orders 1050.1E,
‘‘Environmental Impacts: Policies and
Procedures’’ and 5050.4B, ‘‘NEPA
