The City
of San Francisco has requested a
temporary change to the operation of the
3rd Street Drawbridge, mile 0.0, over
China Basin, at San Francisco, CA. The
drawbridge navigation span provides a
vertical clearance of 3 feet above Mean
High Water in the closed-to-navigation
position. The draw opens on signal if at
least one hour notice is given, as
required by 33 CFR 117.149. Navigation
on the waterway is recreational.
The drawspan will be secured in the
closed-to-navigation position from 6
a.m. to 2:30 p.m. on July 26, 2015, to
allow participants to cross the bridge
during the San Francisco Marathon.
This temporary deviation has been
coordinated with the waterway users.
No objections to the proposed
temporary deviation were raised.
Vessels able to pass through the
bridge in the closed position may do so
at anytime. The bridge will be able to
open for emergencies and there is no
immediate alternate route for vessels to
pass. The Coast Guard will also inform
the users of the waterway through our
Local and Broadcast Notices to Mariners
of the change in operating schedule for
the bridge so that vessels can arrange
their transits to minimize any impact
caused by the temporary deviation.
In accordance with 33 CFR 117.35(e),
the drawbridge must return to its regular
operating schedule immediately at the
end of the effective period of this
temporary deviation. This deviation
from the operating regulations is
authorized under 33 CFR 117.35.

AGENCY:
ACTION:
The Coast Guard has issued a
temporary deviation from the operating
schedule that governs the 3rd Street
Drawbridge across China Basin, mile 0.0
at San Francisco, CA. The deviation is
necessary to allow participants to cross
the bridge during the San Francisco
Marathon. This deviation allows the
bridge to remain in the closed-tonavigation position during the deviation
period.
DATES: This deviation is effective from
6 a.m. to 2:30 p.m. on July 26, 2015.

AGENCY:
ACTION:
The Coast Guard will enforce
various safety zones within the Captain
of the Port New York Zone on the
specified dates and times. This action is
necessary to ensure the safety of vessels
and spectators from hazards associated
with fireworks displays. During the
enforcement period, no person or vessel
may enter the safety zones without
permission of the Captain of the Port
(COTP).
SUMMARY:
The regulation for the safety
zones described in 33 CFR 165.160 will
be enforced on the dates and times
listed under SUPPLEMENTARY
INFORMATION.

the Big Bay Boom Fourth of July
Fireworks safety zones on July 4, 2015.
This reoccurring marine event occurs on
the navigable waters of San Diego Bay
in San Diego, California. This action is
necessary to provide for the safety of the
participants, crew, spectators, safety
vessels, and general users of the
waterway. During the enforcement
period, persons and vessels are
prohibited from entering into, transiting
through, or anchoring within this
regulated area unless authorized by the
Captain of the Port, or his designated
representative.
SUMMARY:
The regulations for the marine
event listed in 33 CFR 165.1123, Table
1, Item 5, will be enforced from 8:30
p.m. to 10 p.m. on July 4, 2015.

SUPPLEMENTARY INFORMATION: The Coast
Guard will enforce the four safety zones
in San Diego Bay for the Big Bay Boom
Fourth of July Fireworks Display in 33
CFR 165.1123, Table 1, Item 5 from 8:30
p.m. to 10 p.m.
Under the provisions of 33 CFR
165.1123, persons and vessels are
prohibited from entering into, transiting
through, or anchoring within the four
1,000 foot regulated area safety zones
located in San Diego Bay from Shelter
Island to the Embarcadero, specifically
located around each tug and barge,
unless authorized by the Captain of the
Port, or his designated representative.
Persons or vessels desiring to enter into
or pass through the safety zones may
request permission from the Captain of
the Port or his designated
representative. If permission is granted,
all persons and vessels shall comply

with the instructions of the Captain of
the Port or designated representative.
Spectator vessels may safely transit
outside the regulated area, but may not

this regulation.
