conjunction with the proposed variance,
the licensee proposes to provide no
more than 50 cfs to the Potter Valley
Irrigation District (PVID) through the
East Branch Russian River.
The licensee also proposes to
establish a Potter Valley Drought
Working Group, comprised of the
resource agencies and stakeholders,
which would meet twice monthly
during the variance to determine
appropriate release levels within the
framework of the proposed variance.
The licensee requests that once a flow
is established, that a 24-hour average
flow be used as the compliance criteria
for the corresponding compliance point.
Finally, the licensee proposes to file
monthly compliance reports with the
Commission, resource agencies and
stakeholders, and to provide bi-monthly
email reports to the resource agencies
and stakeholders.

The preliminary permit for Project
No. 14372 will remain in effect until the
close of business, June 18, 2015. But, if
the Commission is closed on this day,
then the permit remains in effect until
the close of business on the next day in
which the Commission is open.2 New
applications for this site may not be
submitted until after the permit
surrender is effective.

Notice of Transfer of Exemption
1. By letter filed April 24, 2015,1
William B. Conway, Jr., Counsel for Enel
Green Power North America, Inc.
(EGPNA),2 informed the Commission
that the exemption from licensing for
the Bypass Project, FERC No. 9070,
originally issued September 26, 1985,3
has been transferred to Bypass Limited,
LLC, an affiliate of Enel Green Power.
The project is located on the Main Canal
at its intersection with the Bypass Canal
in Jerome County, Idaho. The transfer of
an exemption does not require
Commission approval.
2. Bypass Limited, LLC is now the
exemptee of the Bypass Project, FERC
No. 9070. All correspondence should be
forwarded to: Bypass Limited, LLC, c/o
Enel Green Power North America, Inc.,
Attn: General Counsel, 1 Tech Drive,
Suite 220, Andover, MA 01810.
