SUPPLEMENTARY INFORMATION: Under the
Paperwork Reduction Act of 1995 (PRA)
(44 U.S.C. 3501–3520), Federal agencies
must obtain approval from the Office of
Management and Budget (OMB) for each
collection of information they conduct
or sponsor. In addition, the PRA also
requires Federal agencies to provide a
60-day notice in the Federal Register
concerning each proposed collection of
information, including each new
proposed collection, each proposed
extension of existing collection of
information, and each reinstatement of
previously approved information
collection before submitting the
collection to OMB for approval. To
comply with this requirement, we are
publishing this notice of a proposed
data collection as described below.
Comments are invited on: (a) Whether
the proposed collection of information
is necessary for the proper performance
of the functions of the agency, including
whether the information shall have
practical utility; (b) the accuracy of the
agency’s estimate of the burden of the
proposed collection of information; (c)
ways to enhance the quality, utility, and
clarity of the information to be
collected; (d) ways to minimize the
burden of the collection of information
on respondents, including through the
use of automated collection techniques
or other forms of information
technology; and (e) estimates of capital
or start-up costs and costs of operation,
maintenance, and purchase of services
to provide information. Burden means
the total time, effort, or financial
resources expended by persons to
generate, maintain, retain, disclose or
provide information to or for a Federal
agency. This includes the time needed
to review instructions; to develop,
acquire, install and utilize technology
and systems for the purpose of
collecting, validating and verifying
information, processing and
maintaining information, and disclosing

Background and Brief Description
In 2010, the National Intimate Partner
and Sexual Violence Surveillance
System (NISVSS) reported that
approximately 6.9 million women and
5.6 million men experienced rape,
physical violence and/or stalking by an
intimate partner within the last year.
The health care costs of Intimate Partner
Violence (IPV) exceed $5.8 billion each
year, nearly $3.9 billion of which is for
direct medical and mental health care
services.
In order to address this important
public health problem, CDC
implemented, beginning in 2010, the
National Intimate Partner and Sexual
Violence Surveillance System that
produces national and state level
estimates of Intimate Partner Violence
(IPV), Sexual Violence (SV) and stalking
on an annual basis.
This revision request is multi-faceted.
CDC is requesting a continuation of data
collection among non-institutionalized
to improve both survey design
(methods, sampling frame, recruitment,
mode of administration) and content/
question wording with the goals of
increasing response rates, reducing nonresponse bias, and maximizing the
opportunities across Federal surveys for
covering populations of interest. This
change request also encompasses the
implementation of the panel’s
recommendations to improve the
survey.
In the bi-annual data collection
periods, total of 170,000 households
will be screened. After determining
eligibility and consent, 25,000 will
complete the survey. The average
burden per screened respondent
remains at three minutes (total burden
in hours equals 8,500) while the average
burden per surveyed respondent is 25
minutes (total burden in hours equals
10,417). The survey will be conducted
among English or Spanish speaking
male and female adults (18 years and
older) living in the United States.
There are no costs to respondents
other than their time.
adult men and women aged 18 years or
older in the United States assessing
lifetime experiences of IPV, SV and
stalking with a new and improved data
collection tool. The revisions to the
survey are aimed at reducing the time
and complexity of the instrument, thus
reducing the burden on the respondent.
The simplified structure of the
instrument will also reduce the
complexity of the data set, making it
more assessable for public use.
Additionally, in collaboration with the
Department of Defense (DoD), NISVS
will collect information regarding the
experiences of IPV, SV and stalking
among active duty women and men in
the military and wives of active duty
men. This data collection will take place
during the first three months of data
collection.
To comply with OMB requirements,
CDC is in the process of developing an
expert panel to address methodological
issues with the NISVS survey. The
panel will meet multiple times over the
course of the next year. The members of
this panel will provide guidance on how

Purpose: The Safety and Occupational
Health Study Section will review, discuss,
and evaluate grant application(s) received in
response to the Institute’s standard grants
review and funding cycles pertaining to
research issues in occupational safety and
health, and allied areas.
It is the intent of NIOSH to support broadbased research endeavors in keeping with the
Institute’s program goals. This will lead to
improved understanding and appreciation for
the magnitude of the aggregate health burden
associated with occupational injuries and
illnesses, as well as to support more focused
research projects, which will lead to
improvements in the delivery of occupational
safety and health services, and the
prevention of work-related injury and illness.
It is anticipated that research funded will
promote these program goals.
