Purpose of the Board: The purpose of
the Board is to make recommendations
to DOE–EM and site management in the
areas of environmental restoration,
waste management and related
activities.

Public Participation: The EM SSAB,
Paducah, welcomes the attendance of
the public at its advisory committee
meetings and will make every effort to
accommodate persons with physical
disabilities or special needs. If you

listed above. Written statements may be
filed with the Board either before or
after the meeting. Individuals who wish

Take notice that on May 8, 2015,
pursuant to sections 206 and 306 of the
Federal Power Act, 16 U.S.C. 824(e) and
825(e) and Rule 206 of the Federal
Energy Regulatory Commission’s
(Commission) Rules of Practice and
Procedure, 18 CFR 385.206, the New
York Public Service Commission, the
New York Power Authority, and the
New York State Energy Research and
Development Authority (Complainants),
filed a formal complaint against the
New York Independent System
Operator, Inc. (Respondent), alleging
that the Respondent’s buyer-side market
power mitigation measures contained in
section 23.4 of Attachment H of the
Respondent’s Market Administration
and Control Area Services Tariff are
unjust, unreasonable, and unduly
discriminatory and preferential.
The Complainants certify that a copy
of the complaint has been served on the
Respondent.
Any person desiring to intervene or to

protect these areas from inappropriate
encroachment, and provisions for
informing private shoreline landowners
about the importance of protecting the
zones identified as having sensitive
environmental resources.
Private property owners hold fee title
to real property which is adjacent to,
abuts, and lies underneath portions of

Tulloch Reservoir. Tri-Dam’s proposed
SMP affects only lands owned or
controlled by the licensee. Property
rights on privately-owned land are not
being altered by this proceeding.
