passenger vessel LUCIA as required by

SUPPLEMENTARY INFORMATION:
SUMMARY:
Background and Purpose
As required by 33 U.S.C. 1605(c) and
33 CFR 81.18, the Coast Guard gives
notice that it has issued a certificate of
alternative compliance for the P/V
LUCIA. The vessel’s primary purpose is
a passenger-touring vessel that operates
on the Chicago River and near coastal
waters of Lake Michigan in Southern
Illinois. The unique design of the vessel
did not lend itself to full compliance
with Annex I of the Inland Rules Act,
33 U.S.C. 2071.
The Commandant, U.S. Coast Guard,
certifies that full compliance with the
Inland Rules Act would interfere with
