The annual reports required of partners will include summaries of activities undertaken during the proceeding year including, for example, vulnerability assessments, resilience strategies, information on costs and benefits of actions taken, and best practices. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term.
