Families will be randomly assigned to participate either in the new/alternative rent system or to continue in the current system. For voucher holders, outcomes of the alternative system are hypothesized to be increases in earnings, employment and job retention, among others. Random assignment will limit the extent to which selection bias drives observed results. The demonstration will document the progress of a group of housing voucher holders, who will be drawn from current residents. The intent is to gain an understanding of the impact of the alternative rent system on the families as well as the administrative burden on Public Housing Agencies (PHAs). Four PHAs currently participating in the Moving to Work (MtW) Demonstration are participating in the demonstration: (1) Lexington Housing Authority (LHA), Lexington, Kentucky; (2) Louisville Metro Housing Authority (LMHA), Louisville, Kentucky; (3) San Antonio Housing Authority (SAHA), San Antonio, Texas; and (4) District of Columbia Housing Authority (DCHA), Washington, DC Data collection will include the families that are part of the treatment and control groups, as well as PHA staff.     HCFAC members will be required to adhere to the conflict of 
interest rules applicable to Special Government Employees as such 
employees are defined in 18 U.S.C. Section 202(a). The rules include 
relevant provisions in 18 U.S.C. related to criminal activity, 
Standards of Ethical Conduct for Employees of the Executive Branch (5 
CFR part 2635), and Executive Order 12674 (as modified by Executive 
Order 12731). Therefore, applicants will be required to submit to pre-
appointment screenings relating to identity of interest and financial 
interests that HUD might require as shown above. If selected, HCFAC 
members will also be asked to complete form OGE Form 450 (Confidential 
Financial Disclosure Report).
    Please note this Notice is not intended to be the exclusive method 
by which HUD will solicit nominations and expressions of interest to 
identify qualified candidates; however, all candidates for membership 
on the HCFAC will be subject to the same evaluation criteria.
