By order issued in this proceeding on
March 16, 2015,1 the Federal Energy
Regulatory Commission (Commission)
directed its staff to convene a technical
conference to develop a record
regarding issues related to imbalance
energy price spikes experienced in
PacifiCorp’s balancing authority areas
(BAAs) subsequent to PacifiCorp’s full
activation in the California Independent
System Operator Corporation’s (CAISO)
Energy Imbalance Market (EIM), and to
facilitate the development of a long-term
solution. Consistent with the attached
agenda, the technical conference will
explore the circumstances identified in
reports filed by CAISO and its

In compliance with the
Paperwork Reduction Act (PRA), this
document announces that EPA is
planning to submit an Information
Collection Request (ICR) to the Office of
Management and Budget (OMB). The
ICR, entitled: ‘‘Health and Safety Data
Reporting, Submission of Lists and
Copies of Health and Safety Studies’’
and identified by EPA ICR No. 0575.15
and OMB Control No. 2070–0004,
represents the renewal of an existing
ICR that is scheduled to expire on
November 30, 2015. Before submitting
the ICR to OMB for review and
approval, EPA is soliciting comments on
specific aspects of the proposed
information collection that is
summarized in this document. The ICR
and accompanying material are
available in the docket for public review
and comment.
