This
proposal addresses the following local
rules: SCAQMD Rule 1155, Particulate
Matter (PM) Control Devices and
SMAQMD Rule 421 Mandatory Episodic
Curtailment of Wood and Other Solid
Fuel Burning (except section 402). In
the Rules and Regulations section of this
Federal Register, we are approving
these local rules in a direct final action
without prior proposal because we
believe these SIP revisions are not
controversial. If we receive adverse
comments, however, we will publish a
timely withdrawal of the direct final
rule and address the comments in
subsequent action based on this
proposed rule. Please note that if we
receive adverse comment on an
amendment, paragraph, or section of
these rules and if that provision may be
severed from the remainder of the rules,
we may adopt as final those provisions
of the rules that are not the subject of
an adverse comment.
We do not plan to open a second
comment period, so anyone interested
in commenting should do so at this
time. If we do not receive adverse
comments, no further activity is
planned. For further information, please
see the direct final action.

AGENCY:
EPA issued a proposed rule in
the Federal Register January 21, 2015,
concerning long-chain perfluoroalkyl
carboxylate (LCPFAC) chemical
substances and perfluoroalkyl sulfonate
(PFAS) chemical substances. This
document extends the comment period
for 90 days, from March 23, 2015, to
June 26, 2015. The comment period is
being extended because EPA received
several comments asserting that there
may be significant implications for the
supply chain and it is critical that
interested stakeholders have sufficient
time to respond to the proposed
rulemaking.
DATES: The comment period for the
proposed rule published on January 21,
2015 (80 FR 2885) is extended.

chemical substances is proposing to
designate as a significant new use
manufacturing (including importing) or
processing of an identified subset of
LCPFAC chemical substances for any
use that will not be ongoing after
December 31, 2015, and all other
LCPFAC chemicals substances for
which there are currently no ongoing
uses. For this SNUR, EPA is also
proposing to make inapplicable the
exemption for persons who import
LCPFAC chemical substances as part of
articles. In addition, EPA is also
proposing to amend a SNUR for PFAS
chemical substances that would make
inapplicable the exemption for persons
who import PFAS chemical substances
as part of carpets. EPA is hereby
extending the comment period, which
was set to end on March 23, 2015, to
June 26, 2015.
