SUPPLEMENTARY INFORMATION: For
additional information, see the direct
final rule which is published in the
Rules section of this Federal Register. A
detailed rationale for the approval is set
forth in the direct final rule and
incorporated by reference herein. If no
adverse comments are received in
response to this rule, no further activity
is contemplated. If EPA receives adverse
comments, the direct final rule will be
withdrawn and all adverse comments
received will be addressed in a
subsequent final rule based on this
proposed rule. EPA will not institute a
second comment period on this
document. Any parties interested in
commenting on this document should
do so at this time.

December 16, 2009, FEMA published a
proposed rulemaking at 74 FR 66605,
proposing flood elevation
determinations along one or more
flooding sources in Humboldt County,
California. FEMA is withdrawing the
proposed rulemaking and intends to
publish a Notice of Proposed Flood
Hazard Determinations in the Federal
Register and a notice in the affected
community’s local newspaper following
issuance of a revised preliminary Flood
Insurance Rate Map and Flood
Insurance Study report.
