The Commission will hold the Western Region technical conference on February 25, 2015, from approximately 8:45 a.m. to 4:45 p.m. at the Renaissance Denver Hotel, 3801 Quebec Street, Denver, CO 80207 (Phone: (303) 399– 7500). This conference is free of charge and open to the public. Commission members may participate in the conference. The agenda and list of speakers for the Western Region technical conference is attached to this Supplemental Notice of Technical Conferences. If you have not already done so, those who plan to attend the technical conference are strongly encouraged to complete the registration form located at: https://www.ferc.gov/whats-new/ registration/02-25-15-form.asp. Those interested in attending the Western region conference are encouraged to register by close of business February 16, 2015. The Western Region technical conference will also be transcribed. Transcripts of the technical conference will be available for a fee from AceFederal Reporters, Inc. The audiocast will allow persons to listen to the Western region technical conference, but not participate. The restricted service list should contain the names of persons on the service list who, in the judgment of the decisional authority establishing the list, are active participants with respect to the phase or 1 18 CFR 385.2010. The Commission staff is consulting with the Minnesota State Historic Preservation Office (Minnesota SHPO) and the Advisory Council on Historic Preservation (Advisory Council) pursuant to the Advisory Council’s regulations, 36 CFR part 800, implementing section 106 of the National Historic Preservation Act, as amended, (16 U.S.C. 470f), to prepare a Programmatic Agreement for managing properties included in, or eligible for inclusion in, the National Register of Historic Places that could be affected by issuance of an original license for the AMill Artists Loft Hydroelectric Project No. 14628. The programmatic agreement, when executed by the Commission and the Minnesota SHPO, would satisfy the Commission’s section 106 responsibilities for all individual undertakings carried out in accordance with the license until the license expires or is terminated (36 CFR 800.13[e]). The Commission’s responsibilities pursuant to section 106 for the project would be fulfilled through the Programmatic Agreement, which the Commission staff proposes to draft in consultation with certain parties listed below. The executed Programmatic Agreement would be incorporated into any Order issuing a license.     This constitutes notice, in accordance with 18 CFR 385.2201(b), of
