SUPPLEMENTARY INFORMATION: In the
final rules section of this Federal
Register, EPA is approving the State’s
SIP submittal as a direct rule without
prior proposal because the Agency
views this as noncontroversial submittal
and anticipates no adverse comments. A
detailed rationale for the approval is set
forth in the direct final rule. If no
relevant adverse comments are received
in response to this action no further
activity is contemplated. If EPA receives
relevant adverse comments, the direct
final rule will be withdrawn and all
public comments received will be
addressed in a subsequent final rule
based on this proposed rule. EPA will
not institute a second comment period.
Any parties interested in commenting
on this action should do so at this time.

ACTION: Proposed rule.
AGENCY:
Georgia has applied to the
Environmental Protection Agency (EPA)
for final authorization of changes to its
hazardous waste program under the
Resource Conservation and Recovery
Act (RCRA). These changes correspond
to certain Federal rules promulgated
between July 1, 2007 and June 30, 2011
(also known as RCRA Clusters XVIII
through XXI). With this proposed rule,
EPA is proposing to grant final
authorization to Georgia for these
changes.
DATES: Comments must be received in
writing by February 25, 2015.

which EPA is authorizing these changes.
EPA did not issue a proposed rule
before today because EPA believes this

expect comments that oppose it. EPA
has explained the reasons for this
authorization in the direct final rule.
Unless EPA receives written comments
that oppose this authorization during
the comment period, the direct final
rule in today’s Federal Register will
become effective on the date it
establishes, and EPA will not take
further action on this proposal. If EPA
receives comments that oppose this
action, EPA will withdraw the direct
final rule and it will not take effect. EPA
will then respond to public comments

This document requests
comments on a Petition for Rule Making
filed by Red Wolf Broadcasting
Corporation, proposing to amend the
FM Table of Allotments, § 73.202(b) of
the Commission’s rules, by allotting
Channel 277A at Shelter Island, New
York, as a first local service. A staff
engineering analysis indicates that
Channel 277A can be allotted to Shelter
Island consistent with the minimum
distance separation requirements of the
Commission’s rules with a site
restriction located 12 kilometers (7.5
miles) south of the community. The
reference coordinates are 40–57–54 NL
and 72–22–59 WL.
