the recommendations. The Regional
Administrator shall review these
recommendations, and after such
review, NMFS will publish a proposed
rule in the Federal Register specifying
the annual ACL, ACT, TAL and any
management measures to ensure that the
TAL will not be exceeded for the
upcoming fishing year or years. After
considering public comments, NMFS
will publish a final rule in the Federal
Register to implement the ACL, ACT,
TAL and any management measures.
The previous year’s specifications will
remain effective unless revised through
the specification process and/or the
research quota process described in
paragraph (e) of this section. NMFS will
issue notification in the Federal
Register if the previous year’s
specifications will not be changed.

Section 679.2l(e)(3)(i)(A)(;?,) allocates 326 mt of the trawl halibut mortality limit and§
679.2l(e)(4)(i)(A) allocates 7.5 percent, or 67 mt, of the non-trawl halibut mortality limit as the
PSQ reserve for use by the groundfish CDQ program. The PSQ reserve for crab species is 10.7
percent of each crab PSC limit.

The Amendment 80 program reduced apportionment of the trawl PSC limits by 150 mt for
halibut mortality and 20 percent for crab PSC. These reductions are not apportioned to other gear
types or sectors.
