Notice of Proposed Settlement
Agreement Under the Comprehensive
Environmental Response,
Compensation, and Liability Act, the
Oil Pollution Act, and the Clean Water
Act
Notice is hereby given that the United
States Department of Justice, on behalf
of the U.S. Department of the Interior,
Fish and Wildlife Service (‘‘DOI’’),
together with the State of New York
Department of Environmental
Conservation (‘‘DEC’’), reached
agreement on a proposed settlement

with Honeywell International, Inc. and
Amphenol Corporation regarding
natural resource damages arising from
environmental contamination at the
Richardson Hill Site in Sidney and
Masonville, New York. The settlement
will resolve claims under the
Comprehensive Environmental
Response, Compensation, and Liability
Act, the Oil Pollution Act, the Clean
Water Act, and applicable state law.
The settlement will require
Honeywell and Amphenol to pay a total
of $400,000. DOI and DEC will receive
$81,210 and $20,000 respectively to
reimburse assessment costs. The rest of
the money, $298,790, will fund projects
to restore, rehabilitate, replace, and/or
acquire the equivalent of the natural
resources injured at the site, including
the costs of restoration planning and
oversight activities.
The publication of this notice opens
a period for public comment on the
settlement agreement. Comments should

Density Packaging User Group
International, Inc. (‘‘HDPUG’’) has filed
written notifications simultaneously
with the Attorney General and the
Federal Trade Commission disclosing
changes in its membership. The
notifications were filed for the purpose
of extending the Act’s provisions
limiting the recovery of antitrust
plaintiffs to actual damages under
specified circumstances. Specifically,
Compeq Manufacturing, Taoyuan,
TAIWAN; Introbotix, Albuquerque, NM;
Freescale, Austin, TX; and Ventec
International Group, Ward Hill, MA,
have been added as parties to this
venture.
Also, Enthone, West Haven, CT; IST,
Hsinchu, Taiwan; and Park and
Electrochemical, Melville, NY, have
withdrawn as parties to this venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and HDPUG
intends to file additional written
notifications disclosing all changes in
membership.
On September 14, 1994, HDPUG filed
its original notification pursuant to
Section 6(a) of the Act. The Department
of Justice published a notice in the
Federal Register pursuant to Section
6(b) of the Act on March 23, 1995 (60
FR 15306).
The last notification was filed with
the Department on July 11, 2014. A
notice was published in the Federal
Register pursuant to Section 6(b) of the
Act on August 8, 2014 (79 FR 46451).
