The meetings will start at 10 a.m. and
will be held in Room 5A06A, U.S.

Washington, DC.
The Federal Prevailing Rate Advisory
Committee is composed of a Chair, five
representatives from labor unions
holding exclusive bargaining rights for
Federal prevailing rate employees, and
five representatives from Federal
agencies. Entitlement to membership on
the Committee is provided for in 5
U.S.C. 5347.
The Committee’s primary
responsibility is to review the Prevailing
Rate System and other matters pertinent
to establishing prevailing rates under
subchapter IV, chapter 53, 5 U.S.C., as
amended, and from time to time advise
the U.S. Office of Personnel
Management.
These scheduled meetings are open to
the public with both labor and
management representatives attending.

During the meetings either the labor
members or the management members
may caucus separately to devise strategy
and formulate positions. Premature
disclosure of the matters discussed in
these caucuses would unacceptably
impair the ability of the Committee to
reach a consensus on the matters being
considered and would disrupt
substantially the disposition of its
business. Therefore, these caucuses will
be closed to the public because of a
determination made by the Director of
the U.S. Office of Personnel
Management under the provisions of
section 10(d) of the Federal Advisory
Committee Act (Pub. L. 92–463) and 5
U.S.C. 552b(c)(9)(B). These caucuses
may, depending on the issues involved,
constitute a substantial portion of a
meeting.
Annually, the Chair compiles a report
of pay issues discussed and concluded
recommendations. These reports are
available to the public. Reports for
calendar years 2008 to 2013 are posted
at https://www.opm.gov/policy-dataoversight/pay-leave/pay-systems/
federal-wage-system/#url=FPRAC.
Previous reports are also available, upon
written request to the Committee.

ACTION: Updated time of December 19,
2014 council meeting.
AGENCY:
The Hispanic Council on
Federal Employment (Council) is
updating the time of the Friday,
December 19, 2014 meeting and will
hold the next Council meeting at the
location shown below at the following
time: 2:00 to 4:00 p.m.
The Council is an advisory committee
composed of representatives from
Hispanic organizations and senior
government officials. Along with its
other responsibilities, the Council shall
advise the Director of the Office of
Personnel Management on matters
involving the recruitment, hiring, and
advancement of Hispanics in the
Federal workforce. The Council is cochaired by the Director of the Office of
Personnel Management and the Chair of
the National Hispanic Leadership
Agenda (NHLA).
The meeting is open to the public.

In accordance with 39 U.S.C. 3642
and 39 CFR 3020.30 et seq., the Postal
Service filed a formal request and
associated supporting information to
add Priority Mail Express Contract 21 to
the competitive product list.1
The Postal Service
contemporaneously filed a redacted
contract related to the proposed new
product under 39 U.S.C. 3632(b)(3) and
39 CFR 3015.5. Id. Attachment B.
To support its Request, the Postal
Service filed a copy of the contract, a
