k. Description of Request: The
licensee requests a temporary variance
of the minimum flow requirements in
the lower Yuba River below Englebright
Dam, which requires a minimum flow of
1,000 cubic feet per second (cfs) from
January 1 to 15. In order to conserve
water resources during the current
drought and make best biological use of
a limited water supply, the licensee
proposes to instead release 550 cfs from
January 1 to January 16, 2015. In
addition, the licensee requests that
minimum flow compliance during this
period be based on a 5-day running
average of average daily streamflows,
with instantaneous flows never less
than 90 percent of the specified 550 cfs
minimum flow and never less than 550
cfs for more than 48 hours. The
proposed variance would be in addition
to the one already requested variance for
December 1–31, 2014 and January 16 to
March 31, 2015 period. Take note that
the December 1–31 variance was
granted by Commission order dated
November 25, 2014.
