The Commission will use this EIS in its decision-making process to determine whether the Project is in the public convenience and necessity. This notice, which is being sent to the Commission’s current environmental mailing list for the Project, announces the opening of the scoping process that will be used to gather input about the Project from the public and other interested stakeholders. State and local government representatives should notify their constituents about this process and encourage them to comment on their areas of concern. Scoping comments will help the Commission staff determine what issues will need to be evaluated in the EIS. Please note that the scoping period will close on December 18, 2014.
