Abstract: The Plant Protection Act (PPA, 7 U.S.C. 7701 et seq.) authorizes the Secretary of Agriculture to restrict the importation, entry, or interstate movement of plants, plant products, and other articles to prevent the introduction of plant pests into the United States or their dissemination within the United States. In accordance with § 319.56–60, mangoes from Australia are subject to certain conditions before entering the United States to ensure that plant pests are not introduced into the United States. Among other things, the regulations require an information collection activity consisting of a phytosanitary certificate. Each shipment of mangoes must be accompanied by a phytosanitary certificate issued by the national plant protection organization of Australia with an additional declaration that the mangoes were inspected prior to export and found free of certain pests and treated in accordance with the regulations.
