(ii) Any renewal or renegotiation of a pre-existing loan or extension of credit will be treated as a new loan subject to the prohibitions in paragraph (b)(1) of this section. * * * * * (d) Prohibited recommendations. document's special conditions stage (notice vs. final) and special
