The Department of Veterans Affairs
gives notice under the Federal Advisory
Committee Act, 5 U.S.C. App. 2, that the
Clinical Science Research and
Development Service Cooperative
Studies Scientific Evaluation Committee
will hold a meeting on December 10,
2014, at the Westin Crystal City, 1800
Jefferson Davis Highway, Arlington, VA.
The meeting will begin at 9:00 a.m. and
end at 2:00 p.m.
The Committee advises the Chief
Research and Development Officer
through the Director of the Clinical
Science Research and Development
Service on the relevance and feasibility
of proposed projects and the scientific
validity and propriety of technical
details, including protection of human
subjects.
The session will be open to the public
for approximately 30 minutes at the
start of the meeting for the discussion of
administrative matters and the general

status of the program. The remaining
portion of the meeting will be closed to
the public for the Committee’s review,
discussion, and evaluation of research
and development applications.
During the closed portion of the
meeting, discussions and
recommendations will deal with
qualifications of personnel conducting
the studies, staff and consultant
critiques of research proposals and
similar documents, and the medical
records of patients who are study
subjects, the disclosure of which would
constitute a clearly unwarranted
invasion of personal privacy. As
provided by section 10(d) of Public Law
92–463, as amended, closing portions of
this meeting is in accordance with 5
U.S.C. 552b(c)(6) and (c)(9)(B).
The committee will not accept oral
comments from the public for the open
portion of the meeting. Those who plan
to attend or wish additional information
should contact Dr. Grant Huang, Acting

Veterans’ Rural Health Advisory
Committee; Notice of Meeting
The Department of Veterans Affairs
(VA) gives notice under the Federal
Advisory Committee Act, 5 U.S.C. App.
2, that the Veterans Rural Health
Advisory Committee will meet on
November 18–19, 2014, in Room 104, at
1100 First Street NE., Washington, DC
from 8:30 a.m. to 5 p.m. each day. The
meeting is open to the public.
The purpose of the Committee is to
advise the Secretary of Veterans Affairs
on health care issues affecting enrolled
Veterans residing in rural areas. The
Committee examines programs and
policies that impact the provision of VA
health care to enrolled Veterans residing
in rural areas, and discusses ways to
improve and enhance VA services for
these Veterans.
The agenda will include updates from
the Committee Chair and the Director of
the Veterans Health Administration
(VHA) Office of Rural Health (ORH), as

care access and quality.
Public comments will be received at

Advisory Committee on Former
Prisoners of War; Notice of Meeting
The Department of Veterans Affairs
(VA) gives notice under Public Law 92–
463 (Federal Advisory Committee Act)
that the Advisory Committee on Former
Prisoners of War (FPOW) has scheduled
a meeting on November 17–19, 2014, at
SpringHill Suites by Marriott Hotel,
1800 Yale Avenue, Seattle, WA. The
meeting will be held on November 17–
19 from 9 a.m. to 4 p.m. The meeting
is open to the public.
The purpose of the Committee is to
advise the Secretary of Veterans Affairs
on the administration of benefits under
Title 38, United States Code, for
Veterans who are former prisoners of
war, and to make recommendations on
the needs of such veterans for
compensation, health care, and
rehabilitation.
The Committee will hear from its
Chairman and will receive briefings by
VA management, from the Robert E.
Mitchell Center, representatives from
Veterans Benefits Administration and,
and Veterans Health Administration.
Tuesday, November 18th, at 3:30 p.m.
The Committee will host an open public
forum and FPOW panel to gain
information from FPOWs about their
experiences, issues, and
recommendations for health benefits
and claims processing. On November
19th, the Committee will draft the
beginning of their 2015
recommendations and decide the
location of their next meeting in the
spring.
Former Prisoners of War who wish to
speak at the public forum are invited to
submit a 1–2 page summary of their
comments at the end of the meeting for
