DEPARTMENT OF LABOR Agency Information Collection Activities; Submission for OMB Review; Comment Request; Miner’s Claim for Benefits Under the Black Lung Benefits Act and Employment History [FR Doc. 2014–25137 Filed 10–21–14; 8:45 am] PO 00000 Frm 00092 Fmt 4703 Sfmt 4703 63169 This ICR seeks approval under the PRA for revisions to the Miner’s Claim for Benefits Under the Black Lung Benefits Act and Employment History (Forms CM–911 and CM–911a) information collection. A miner files Form CM–911 to apply for benefits under the Black Lung Benefits Act. The applicant lists the coal miner’s work history on the CM–911a; all applicants, both miners and survivors, complete this latter form. This information collection has been classified as a revision, because of minor changes to the forms. The changes clarify certain sections so claimants can better understand what information to provide. The OWCP has also incorporated a notice that informs persons with disabilities how they may request assistance to complete the information collection. The Black Lung Benefits Act (30 U.S.C. 901 et seq.) authorizes this information collection. This information collection is subject to the PRA. A Federal agency generally cannot conduct or sponsor a collection of information, and the public is generally not required to respond to an information collection, unless it is approved by the OMB under the PRA and displays a currently valid OMB Control Number. In addition, notwithstanding any other provisions of law, no person shall generally be subject to penalty for failing to comply with a collection of information that does not display a valid Control Number. See 5 CFR 1320.5(a) and 1320.6. The DOL obtains OMB approval for this information collection under Control Number 1240–0038. The current approval is scheduled to expire on October 31, 2014; however, the DOL notes that existing information collection requirements submitted to the OMB receive a month-to-month extension while they undergo review. New requirements would only take effect upon OMB approval. For additional substantive information about this ICR, see the related notice published in the Federal Register on May 21, 2014 (79 FR 29218). Interested parties are encouraged to send comments to the OMB, Office of Information and Regulatory Affairs at the address shown in the ADDRESSES section within thirty (30) days of publication of this notice in the Federal Register. In order to help ensure appropriate consideration, comments should mention OMB Control Number 1240–0038. The OMB is particularly interested in comments that: SUPPLEMENTARY INFORMATION: E:\FR\FM\22OCN1.SGM 22OCN1
