AGENCY:
As authorized by 46 U.S.C.
12121, the Secretary of Transportation,
as represented by the Maritime
Administration (MARAD), is authorized
to grant waivers of the U.S.-build
requirement of the coastwise laws under
certain circumstances. A request for
such a waiver has been received by
MARAD. The vessel, and a brief
description of the proposed service, is
listed below.

Abstract: The survey will collect
information on U.S. holdings of foreign
securities. The information will be used
in the computation of the U.S. balance
of payments accounts and international
investments position, as well as in the
formulation of U.S. financial and
monetary policies. This survey is also
part of an international effort
coordinated by the IMF to improve
worldwide balance of payments
statistics. Respondents are primarily the
largest custodians of securities, banks,
securities dealers, and investors.
