Do commenters have a view on whether permitting EAMs to make routing decisions, based on knowledge of an affiliated market maker’s quotes, would impact the execution quality and handling of customer orders? Given that EAMs must maintain policies and procedures that are reasonably designed to ensure against the misuse of material, nonpublic information pursuant to ISE Rule 408, do commenters have any views regarding a proposed rule that would permit an EAM to have non-public information about where and at what price its affiliated market maker is either quoting or has orders on the order book?
