Notice is hereby given that, on
September 4, 2014, pursuant to Section
6(a) of the National Cooperative
Research and Production Act of 1993,
15 U.S.C. 4301 et seq. (‘‘the Act’’), DVD
Copy Control Association (‘‘DVD CCA’’)
has filed written notifications
simultaneously with the Attorney
General and the Federal Trade
Commission disclosing changes in its
membership. The notifications were
filed for the purpose of extending the
Act’s provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, City Brand International
Limited, Shenzhen, People’s Republic of
China, has been added as a party to this
venture.
Also, Eclipse Data Technologies,
Pleasanton, CA; Hitachi Ltd., Tokyo,
Japan; Hong Kong ASA Multimedia Co.,
Ltd., Kowloon, Hong Kong–China;
Marubun Corporation, Tokyo, Japan;
MediaCore, Inc., Gyeonggi-Do; Republic
of Korea; and Nutron International Co.,
Ltd., Shenzhen, Guangdong, People’s
Republic of China, have withdrawn as
parties to this venture.
In addition, Silicon Application
Company Limited has changed its name
to Silicon Application Corp., Shenzhen,
People’s Republic of China.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and DVD CCA
intends to file additional written
notifications disclosing all changes in
membership.
On April 11, 2001, DVD CCA filed its
original notification pursuant to Section
6(a) of the Act. The Department of

Department of Labor (DOL) will submit
the Occupational Safety and Health
Administration (OSHA) sponsored
information collection request (ICR)
revision titled, ‘‘Voluntary Protection
Program Information,’’ to the Office of
Management and Budget (OMB) for
review and approval for use in
accordance with the Paperwork
Reduction Act (PRA) of 1995 (44 U.S.C.
3501 et seq.). Public comments on the
ICR are invited.
DATES: The OMB will consider all
written comments that the agency
receives on or before October 30, 2014.

This ICR
seeks approval under the PRA for
revisions to the Voluntary Protection
Program (VPP) Information ICR. The
VPP is a partnership between labor,
management, and government designed
to recognize and promote excellence in
safety and health management. In order
to participate in the VPP, an applicant
submits an application and an annual
self-evaluation containing a detailed
description of its safety and health
management programs to the OSHA,
which uses the information to conduct
a preliminary analysis of the worksite’s
programs and to make a preliminary
determination regarding the worksite’s
qualifications for the VPP. This ICR has
been classified as a revision, because
existing VPP forms have been modified
and the collection will include
additional forms that enable the OSHA
to improve the tracking and monitoring
of VPP participants.
This information collection is subject
to the PRA. A Federal agency generally
cannot conduct or sponsor a collection
of information, and the public is
generally not required to respond to an
information collection, unless it is
approved by the OMB under the PRA
and displays a currently valid OMB
Control Number. In addition,
notwithstanding any other provisions of
law, no person shall generally be subject
to penalty for failing to comply with a
collection of information that does not
display a valid Control Number. See 5
CFR 1320.5(a) and 1320.6. The DOL
obtains OMB approval for this
information collection under Control
Number 1218–0239. The current
approval is scheduled to expire on
September 30, 2014; however, the DOL
notes that existing information
collection requirements submitted to the
OMB receive a month-to-month
extension while they undergo review.
New requirements would only take
effect upon OMB approval. For

published in the Federal Register on
June 30, 2014 (79 FR 36834).
