Needs and Uses: The Defense
Production Act of 1950, as amended,
and Executive Order 12919, authorizes
the Secretary of Commerce to assess the
capabilities of the defense industrial
base to support the national defense.
They also develop policy alternatives to
improve the international
competitiveness of specific domestic
industries and their abilities to meet
defense program needs. The information
collected from voluntary surveys will be
used to assist small and medium in
defense transition and in gaining access
to advanced technologies and
manufacturing processes available from
Federal laboratories. The goal is to
improve regions of the country
adversely affected by cutbacks in
defense spending and military base
closures.
Affected Public: Business or other forprofit organizations.
Frequency: On occasion.
Respondent’s Obligation: Voluntary.

Needs and Uses: This request is for
revision and extension of a current
information collection.
The National Oceanic and
Atmospheric Administration (NOAA)
Office of National Marine Sanctuaries
(ONMS) collects, evaluates and assesses
student data and information for the
purpose of selecting successful
scholarship candidates, generating
internal NOAA reports and articles to
demonstrate the success of its program.
The Dr. Nancy Foster Scholarship
Program is available to graduate
students pursuing masters and doctoral
degrees in the areas of marine biology,
oceanography and maritime
archaeology. The ONMS requires
applicants to the Dr. Nancy Foster
Scholarship Program to complete an
application and to supply references
(e.g., from academic professors and
advisors) in support of the scholarship
application. Scholarship recipients are
required to conduct a pre- and postevaluation of their studies through the
scholarship program to gather
information about the level of
knowledge, skills and behavioral
changes that take place with the
students before and after their program
participation. The evaluation results
support ONMS performance measures.
This form is revised from the one
previously approved. Scholarship
recipients are also required to submit an
annual progress report, a biographical
sketch, and a photograph.

Frequency: Annually and one time.
Respondent’s Obligation: Required to
obtain or retain benefits.
