Petition for Declaratory Order
Take notice that on September 2,
2014, Devon Gas Services, L.P.(DGS),
pursuant to Rule 207(a)(2) of the Federal
Energy Regulatory Commission’s Rules
of Practice and Procedure, 18 CFR
385.207(a)(2) (2014), filed a petition for
declaratory order seeking a Commission
order declaring that certain natural gas
pipeline and appurtenant facilities to be
acquired by DGS from Natural Gas
Pipeline Company of America, LLC, will
perform a gathering function upon their
abandonment, transfer, and sale, and
therefore, will be exempt from the
Commission’s jurisdiction pursuant to
Section 1(b) of the Natural Gas Act.
Any person desiring to intervene or to
protest this filing must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
Procedure (18 CFR 385.211, 385.214).
Protests will be considered by the
Commission in determining the
appropriate action to be taken, but will
not serve to make protestants parties to
the proceeding. Any person wishing to

Preliminary Permit Application
Accepted for Filing and Soliciting
Comments, Motions To Intervene, and
Competing Applications
On June 20, 2014, GreenVolt Hydro,
LLC filed an application for a
preliminary permit, pursuant to section
4(f) of the Federal Power Act (FPA),
proposing to study the feasibility of the
Two Girls Creek Hydroelectric Project
(project) to be located on Two Girls
Creek near Sweet Home in Linn County,
Oregon. The sole purpose of a
preliminary permit, if issued, is to grant
the permit holder priority to file a
license application during the permit
term. A preliminary permit does not
authorize the permit holder to perform
any land-disturbing activities or
otherwise enter upon lands or waters

owned by others without the owners’
express permission.
The proposed project would consist of
the following new facilities: (1) A weir
with screened intake; (2) a 19,365-footlong, 30 to 36-inch-diameter high
density polyethylene (HDPE) penstock;
(3) a 50 feet by 40 feet concrete block
powerhouse with a single Pelton
turbine/generator unit rated for 5
megawatt at 1,606 feet of net head; (4)
a 1,000-foot-long, 60-inch-diameter
HDPE tailrace conduit; (5) an
underground 7.2-mile-long, 12-kilovolt
(kV) transmission line connection to an
existing transmission line (the point of
interconnection); (6) a 40-feet-wide right
of way access road; and (7) appurtenant
facilities. The estimated annual
generation of the project would be 36.87
gigawatt-hours.
