Whose Proportional Interest in a Foreign
Partnership Changes.

Abstract: Section 6046A requires U.S.
persons to provide certain information
with respect to the acquisition or
disposition of a 10-percent interest in,
or a 10-percent change in ownership of,
a foreign partnership. This regulation
provides reporting rules to identify U.S.
persons with significant interests in
foreign partnerships to ensure the
correct reporting of items with respect
to these interests.
Current Actions: There is no change to
this existing regulation.

Procedure 2001–21.
Abstract: Revenue Procedure 2001–21
provides for an election that will
facilitate the consolidation of two or
more outstanding debt instruments into
a single debt instrument. Under the
election, taxpayers can treat certain
exchanges of debt instruments as
realization events for federal income tax
purposes even though the exchanges do
not result in significant medications
under section 1.1001–3 of the Income
Tax Regulations.
Current Actions: There are no changes
to the paperwork burden relating to this
revenue procedure at this time.

required under sections 702 and 707(c)
of the Code and provides rules for

section 6031 for such partnerships. Rev.
Proc. 2002–68 modified and
superseded.
