Exchange believes that market
participants on MIAX would benefit
from the introduction and availability of
options on the Market Vectors ETFs in
a manner that is similar to other
exchanges and will provide investors
with yet another venue on which to
trade these products. The Exchange
notes that the rule change is being
proposed as a competitive response to
other competing options exchanges that
already list and trade options on the
Market Vectors ETFs and believes this
proposed rule change is necessary to
permit fair competition among the
options exchanges. For all the reasons
stated above, the Exchange does not
believe that the proposed rule change
will impose any burden on competition
not necessary or appropriate in
furtherance of the purposes of the Act,
and believes the proposed change will
enhance competition.

a workshop to discuss implementation
of a Global Positioning System (GPS)
Adjacent Band Compatibility
Assessment. Discussion at this
workshop will focus on the various
implementation steps of the GPS
Adjacent Band Compatibility
Assessment, including development of
GPS receiver use cases, identification of
representative GPS receivers, and
development of a test and analysis
program. In particular, emphasis will be
placed on the information needed from
GPS receiver and antenna
manufacturers, and the logistics of
procuring and handling that information
to safeguard manufacturer proprietary
data. This workshop is open to the
general public by registration only. For

AGENCY:
The Federal Aviation
Administration (FAA) announces its
determination that the noise exposure
maps for Portsmouth International
Airport at Pease, as submitted by the
Pease Development Authority under the
provisions of Title I of the Aviation
Safety and Noise Abatement Act of 1979
(Pub. L. 96–193) and 14 CFR Part 150,
are in compliance with applicable
requirements.
SUMMARY:
The effective
date of the FAA’s determination on the
noise exposure maps is July 30, 2014.

SUPPLEMENTARY INFORMATION: This
notice announces that the FAA finds
that the noise exposure maps submitted
for Portsmouth International Airport at
Pease are in compliance with applicable
requirements of Part 150, effective July
30, 2014.
Under Section 103 of Title I of the
Aviation Safety and Noise Abatement
Act of 1979 (hereinafter referred to as
‘‘the Act’’), an airport operator may
submit to the FAA noise exposure maps
that meet applicable regulations and
that depict non-compatible land uses as
of the date of submission of such maps,
a description of projected aircraft
operations, and the ways in which such
operations will affect such maps. The
Act requires such maps to be developed
in consultation with interested and
affected parties in the local community,
