Regulatory Flexibility Act
TTB certifies that this proposed
regulation, if adopted, would not have
a significant economic impact on a
substantial number of small entities.
The proposed regulation imposes no
new reporting, recordkeeping, or other
administrative requirement. Any benefit
derived from the use of a viticultural
area name would be the result of a
proprietor’s efforts and consumer
acceptance of wines from that area.
Therefore, no regulatory flexibility
analysis is required.
Executive Order 12866
It has been determined that this
proposed rule is not a significant
regulatory action as defined by
Executive Order 12866 of September 30,
1993. Therefore, no regulatory
assessment is required.

AGENCY:
The Environmental Protection
Agency (EPA) proposes to approve the
State Implementation Plan (SIP)
revisions submitted by the
Commonwealth of Virginia for the
purpose of revising the definition of
volatile organic compounds. In the Final
Rules section of this Federal Register,
EPA is approving the Commonwealth’s
SIP submittals as a direct final rule
without prior proposal because the
Agency views this as a noncontroversial
submittal and anticipates no adverse
comments. A detailed rationale for the
approval is set forth in the direct final
rule. If no adverse comments are
received in response to this action, no
further activity is contemplated. If EPA
receives adverse comments, the direct
final rule will be withdrawn and all
public comments received will be
addressed in a subsequent final rule
based on this proposed rule. EPA will
not institute a second comment period.
Any parties interested in commenting
on this action should do so at this time.

ACTION: Proposed rule.
AGENCY:
The Environmental Protection
Agency (EPA) is proposing to determine
that the Lyons, Pennsylvania (PA)
nonattainment area (hereafter also
referred to as the ‘‘Lyons Area’’ or
‘‘Area’’) has attained the 2008 lead (Pb)

ambient air monitoring data from 2011–
2013 which shows that the Area has
monitored attainment for the 2008 Pb
NAAQS. If EPA finalizes this proposed
determination of attainment, the
requirements for the Lyons Area to
submit an attainment demonstration,
associated reasonably available control
measures (RACM), a reasonable further
progress (RFP) plan, contingency
measures, and other planning
requirements related to attainment of
the standard shall be suspended for so
long as the Lyons Area continues to
attain the 2008 Pb NAAQS.
