Regulatory History and Information The Coast Guard is issuing this temporary final rule without prior notice and opportunity to comment pursuant to authority under section 4(a) of the Administrative Procedure Act (APA) (5 U.S.C. 553(b)). This provision authorizes an agency to issue a rule without prior notice and opportunity to comment when the agency for good cause finds that those procedures are ‘‘impracticable, unnecessary, or contrary to the public interest.’’ Under 5 U.S.C. 553(b)(3)(B), the Coast Guard finds that good cause exists for not publishing a notice of proposed rulemaking (NPRM) with respect to this rule. The Coast Guard received notice on April 7, 2014 that the Renaissance Man Triathlon is planned to take place on July 13, 2014. The swimming portion of this event will take place on the Tennessee River from mile 256.0 to mile 257.5. Upon reviewing the details of this event, the Coast Guard determined that a special local regulation is necessary during the event’s swimming portion, taking place on the Tennessee River. Completing the full NPRM process is contrary to the public interest as it would delay the additional safety measures necessary to protect participants and event personnel ■ BILLING CODE 4710–37–P DEPARTMENT OF HOMELAND SECURITY BILLING CODE 4910–13–P Coast Guard DEPARTMENT OF STATE 33 CFR Part 100 22 CFR Part 34 [USCG–2014–0277] [Public Notice: 8791] RIN 1625–AA08 RIN 1400–AD60 Special Local Regulation, Tennessee River, Mile 256.0 to 257.5; Florence, TN Debt Collection tkelley on DSK3SPTVN1PROD with RULES ACTION: The Department of State (hereinafter, ‘‘State’’ or ‘‘the Department’’) is publishing a correction to a final rule that amended State’s debt collection regulations.
