The Department’s intent, however, was to remove 22 CFR 34.10(a)(7), for the reasons explained in the prior document. This document corrects that error. Regulatory History and Information The Coast Guard is issuing this temporary final rule without prior notice and opportunity to comment pursuant to authority under section 4(a) of the Administrative Procedure Act (APA) (5 U.S.C. 553(b)). This provision authorizes an agency to issue a rule without prior notice and opportunity to comment when the agency for good cause finds that those procedures are ‘‘impracticable, unnecessary, or contrary to the public interest.’’ Under 5 U.S.C. 553(b)(3)(B), the Coast Guard finds that good cause exists for not publishing a notice of proposed rulemaking (NPRM) with respect to this rule. The Coast Guard received notice on April 7, 2014 that the Renaissance Man Triathlon is planned to take place on July 13, 2014. The swimming portion of this event will take place on the Tennessee River from mile 256.0 to mile 257.5. Upon reviewing the details of this event, the Coast Guard determined that a special local regulation is necessary during the event’s swimming portion, taking place on the Tennessee River. SUMMARY: The Department of State (hereinafter, ``State'' or ``the 
Department'') is publishing a correction to a final rule that amended 
State's debt collection regulations.

DATES: This rule will become effective on July 11, 2014.
