Take notice that on July 1, 2014,
pursuant to Rule 206 of the Federal
Energy Regulatory Commission’s
(Commission) Rules of Practice and
Procedure, 18 CFR 385.206 and sections
206 and 306 of the Federal Power Act,
16 U.S.C. 824(e) and 825(e), Calpine
Construction Finance Company, L.P.
(Complainant or CCFC) filed a formal
complaint against Tampa Electric
Company (Respondent or TECO)
requesting that the Commission order
TECO to permit CCFC to defer the
commencement of service under the
transmission service agreement between
CCFC and TECO pursuant to section
17.7 of TECO’s Open Access
Transmission Tariff.
CCFC certifies that copies of the
complaint were served on the contacts
for the TECO as listed on the
Commission’s list of Corporate Officials.
Any person desiring to intervene or to
protest this filing must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
Procedure (18 CFR 385.211, 385.214).
Protests will be considered by the
Commission in determining the
appropriate action to be taken, but will
not serve to make protestants parties to

York Independent System Operator, Inc.
(NYISO) submitted a compliance filing
requesting deferral of the effective date
of January 1, 2014 for its Open Access
Transmission Tariff revisions filed to
comply with the requirements of Order
Nos. 1000 and 1000–A.1 NYISO requests
that the Commission immediately issue
a notice providing for a shortened
comment period, so as not to delay
Commission action in underlying
proceedings.
We grant NYISO’s request for
shortened comment period, with
comments due on July 14, 2014. Any
