Revisions to the California State
Implementation Plan, Placer County
Air Pollution Control District
Environmental Protection
Agency (EPA).
ACTION: Proposed rule.
AGENCY:
The Environmental Protection
Agency (EPA) is proposing to approve a
revision to the Placer County portion of
the California State Implementation
Plan (SIP). This revision concerns the
necessary procedures to create emission
reduction credits from the reduction of
volatile organic compound (VOC),
oxides of nitrogen (NOX), oxides of
sulfur (SOX), particulate matter (PM),
and carbon monoxide (CO) emissions
due to the permanent curtailment of
burning rice straw.
We are proposing to approve a local
rule that provides administrative
procedures for creating emissions
reduction credits, consistent with Clean
Air Act (CAA or the Act) requirements.

Emission Reduction Credits. In the
Rules and Regulations section of this

local rule in a direct final action without
prior proposal because we believe these
SIP revisions are not controversial. If we

direct final rule and address the
comments in subsequent action based
on this proposed rule. Please note that
if we receive adverse comment on an

of the rule that are not the subject of an
adverse comment.

ACTION: Proposed rule.
AGENCY:
The Environmental Protection
Agency (EPA) is proposing approval of
a revision to the Iowa State
Implementation Plan (SIP) submitted by
the State of Iowa on July 16, 2013.
Iowa’s July 16, 2013, SIP submission
(‘‘progress report SIP’’) addresses
requirements of the Clean Air Act (CAA
or Act) and EPA’s rules that require
states to submit periodic reports
describing progress towards reasonable
progress goals (RPGs) established for
regional haze and a determination of the
adequacy of the state’s existing SIP
addressing regional haze (‘‘regional haze
SIP’’). EPA is proposing approval of
Iowa’s progress report SIP submission
on the basis that it addresses the
progress report and adequacy
determination requirements for the first
implementation period for regional
haze.
