The draw opens on signal from May 1 through October 31 from 6 a.m. to 10 p.m. and from November 1 through April 30 from 9 a.m. to 5 p.m. At all other times the draw shall open on signal if at least four hours notice is given to the drawtender at the Rio Vista bridge across the Sacramento River, mile 12.8, as required by 33 CFR 117.189(a). Navigation on the waterway is commercial and recreational. During the deviation period, either leaf of the double bascule drawspan will require 15 minutes to raise it to the fully open position. The other leaf will be secured open. This temporary deviation has been coordinated with the waterway users. No objections to the proposed temporary deviation were raised. Vessels able to pass through the bridge in the closed position may do so at anytime. The bridge will be able to open for emergencies upon 15 minutes advance notice and there is no immediate alternate route for vessels to pass. The Coast Guard will also inform the users of the waterways through our Local and Broadcast Notices to Mariners of the change in operating schedule for the bridge so that vessels can arrange their transits to minimize any impact caused by the temporary deviation. In accordance with 33 CFR 117.35(e), the drawbridge must return to its regular operating schedule immediately at the end of the effective period of this temporary deviation. SUPPLEMENTARY INFORMATION: The Stratford Avenue Bridge has a vertical clearance of 8 feet at mean high water. The existing drawbridge operating regulations are found at 33 CFR 117.219(a). The City of Bridgeport, requested a bridge closure to facilitate replacement of the transformer at the bridge. Under this temporary deviation, the Stratford Avenue Bridge may remain in the closed position between 10 a.m. and 4 p.m. on July 15, 2014. In the event of inclement weather the rain dates are July 16, 2014, through July 18, 2014. Vessels that can pass under the bridge in the closed position may do so at all times. The Pequonnock River supports seasonal recreational vessel traffic and one commercial operator. There are no alternate routes. The bridge can’t be opened in the event of an emergency. In accordance with 33 CFR 117.35(e), the drawbridge must return to its regular operating schedule immediately at the end of the effective period of this temporary deviation. The PATCOM is empowered to forbid entry into and control the regulated area. The PATCOM shall be designated by the Commander, Coast Guard Sector San Francisco. The PATCOM may, upon request, allow the transit of commercial vessels through regulated areas when it is safe to do so. SUMMARY: The Coast Guard will enforce the safety zone for the San 
Francisco Giants Fireworks display in the Captain of the Port, San 
Francisco area of responsibility during the dates and times noted 
below. This action is necessary to protect life and property of the 
maritime public from the hazards associated with the fireworks display. 
During the enforcement period, unauthorized persons or vessels are 
prohibited from entering into, transiting through, or anchoring in the 
safety zone, unless authorized by the Patrol Commander (PATCOM).

DATES: The regulations in 33 CFR 165.1191, Table 1, Item number 1 will 
be enforced from 11 a.m. to 10:30 p.m. on July 2, 2014.
