Approval and Promulgation of Air
Quality Implementation Plans;
Delaware; Amendments to Delaware’s
Ambient Air Quality Standards

ACTION: Proposed rule.
AGENCY:
The Environmental Protection
Agency (EPA) proposes to approve the
State Implementation Plan (SIP)
revision submitted by the State of
Delaware for the purpose of amending
Delaware’s ambient air quality
standards. These amendments will bring
the regulatory standards of sulfur
dioxide, ozone, nitrogen dioxide, lead,
and particulate matter up to date with
current Federal requirements. In the
Final Rules section of this Federal
Register, EPA is approving the State’s
SIP submittal as a direct final rule
without prior proposal because the
Agency views this as a noncontroversial
submittal and anticipates no adverse
comments. A detailed rationale for the
approval is set forth in the direct final
rule. If no adverse comments are
received in response to this action, no
further activity is contemplated. If EPA
receives adverse comments, the direct
final rule will be withdrawn and all
public comments received will be
addressed in a subsequent final rule
based on this proposed rule. EPA will
not institute a second comment period.
Any parties interested in commenting
on this action should do so at this time.

Amendment to Standards and
Practices for All Appropriate Inquiries
Environmental Protection
Agency (EPA).
ACTION: Proposed rule.
AGENCY:
The Environmental Protection
Agency (EPA) is proposing to amend the
standards and practices for conducting
all appropriate inquiries under the
Comprehensive Environmental
Response, Compensation and Liability
Act (CERCLA) to remove the reference
to ASTM International’s E1527–05
standard practice. This 2005 standard
practice recently was replaced with
updated standard E1527–13 by ASTM
International, a widely recognized
standards development organization.
Specifically, EPA is proposing to amend
the ‘‘All Appropriate Inquiries Rule’’ to
remove the reference to ASTM
International’s E1527–05 ‘‘Standard
Practice for Environmental Site
Assessments: Phase I Environmental
Site Assessment Process.’’
