Revisions to the California State
Implementation Plan, Great Basin
Unified Air Pollution Control District
Environmental Protection
Agency (EPA).
ACTION: Proposed rule.
AGENCY:
The Environmental Protection
Agency (EPA) is proposing to approve a
revision to the Great Basin Unified Air
Pollution Control District (GBUAPCD)
portion of the California State
Implementation Plan (SIP). This
revision concerns particulate matter
(PM) emissions from agriculture. We are
proposing to approve a local rule to
regulate this emission source under the
Clean Air Act (CAA or the Act).
DATES: Any comments on this proposal
must arrive by July 16, 2014.

SUPPLEMENTARY INFORMATION: This
proposal addresses the following local
rule: GBUAPCD Rule 502 Conservation
Management Practices. In the Rules and
Regulations section of this Federal
Register, we are approving this local
rule in a direct final action without
prior proposal because we believe these
SIP revisions are not controversial. If we
receive adverse comments, however, we
will publish a timely withdrawal of the
direct final rule and address the
comments in subsequent action based
on this proposed rule.
We do not plan to open a second
comment period, so anyone interested
in commenting should do so at this
time. If we do not receive adverse
comments, no further activity is
planned. For further information, please
see the direct final action.

fishery management plan; request for

AGENCY:
NMFS announces that the
Pacific Fishery Management Council
(Council) has transmitted Amendment
18 to the Pacific Coast Salmon Fishery
Management Plan for Commercial and
Recreational Salmon Fisheries off the
Coasts of Washington, Oregon, and
California (FMP) for Secretarial review.
Amendment 18 revises the description
and identification of essential fish
habitat (EFH) for Pacific salmon,
designates habitat areas of particular
concern (HAPC), modifies the current
information on fishing activities and
potential measures to minimize their
effects on EFH, and updates the list of
non-fishing related activities that may
adversely affect EFH and potential
conservation and enhancement
measures to minimize those effects.
Amendment 18 is available on the
Council’s Web site (www.pcouncil.org).
DATES: Comments on Amendment 18
must be received on or before August
15, 2014.
