AGENCY:
The Environmental Protection
Agency (EPA) is proposing to approve a
revision to the Alabama State
Implementation Plan submitted by the
Alabama Department of Environmental
Management (ADEM) on September 3,
2013. The revision would modify the
definition of ‘‘volatile organic
compounds’’ (VOCs). Specifically, the
revision adds four
hydrofluoropolyethers compounds to
the list of those excluded from the VOC
definition on the basis that these
compounds make a negligible
contribution to tropospheric ozone
formation. ADEM is seeking to update
its SIP to be consistent with the federal
rule finalized by EPA on February 12,
2013, which excludes these compounds
from the regulatory definition of VOC.

received on or before July 10, 2014.

anticipates no adverse comments. A

forth in the direct final rule. If EPA
receives no adverse comments in
response to this notice, no further
activity is contemplated. If EPA receives
adverse comments, EPA will withdraw
the direct final rule and will address all
public comments received in a
subsequent final rule based on this
proposed rule. EPA will not institute a
second comment period on this
document. Any parties interested in
commenting on this document should
do so at this time.

The Environmental Protection
Agency (EPA) is proposing to approve
the 2006 24-hour fine particulate matter
(PM2.5) 2008 base year emissions
inventory portion of the State
Implementation Plan (SIP) revision
submitted by the State of Tennessee
through the Tennessee Department of
Environment and Conservation on
October 18, 2013. The emissions
inventory is part of Tennessee’s October
18, 2013, attainment demonstration SIP
revision that was submitted to meet
Clean Air Act requirements related to
the Knoxville nonattainment area for the
2006 24-hour PM2.5 national ambient air
quality standards, hereafter referred to
as ‘‘the Knoxville Area’’ or ‘‘Area.’’ The
Knoxville nonattainment area is
comprised of Anderson, Blount, Knox
and Loudon Counties in their entireties
and a portion of Roane County that
includes the Tennessee Valley
Authority’s Kingston Fossil Plant.
