(collectively, the ‘‘Petitioners’’),
pursuant to Rule 207(a)(2) of the Federal
Energy Regulatory Commission’s
(‘‘Commission’’) Rules of Practice and
Procedure, 18 CFR 385.207(a)(2) (2013),
filed A Petition for Declaratory Order
finding that the Index 301 Pipeline, as
operated by the Petitioners, is gathering
and not subject to the Commission’s
jurisdiction under Section 1(b) of the
Natural Gas Act, 15 U.S.C. 717(b).
Any person desiring to intervene or to
protest this filing must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
Procedure (18 CFR 385.211, 385.214).
Protests will be considered by the
Commission in determining the
appropriate action to be taken, but will
not serve to make protestants parties to
the proceeding. Any person wishing to

Federal Energy Regulatory

regulations, 18 CFR 292.402, Great River
Energy (Great River), on behalf of itself
and its twenty ‘‘all-requirements’’
electric distribution cooperative
member-owners (collectively,
Participating Members) 1 filed a petition
for a partial waiver of certain obligations
imposed on Great River and the
Participating Members under sections
292.303(a) and 292.303(b) of the
Commission’s Regulations 2
implementing section 210 of the Public
Utility Regulatory Policies Act of 1978,
as amended.3
