Catch rates would be calculated for target and bycatch species and compared with historical and current catch rates. If it is determined that whiting catch rates are commercially viable, with minimal bycatch rates, GMRI would work on developing and obtaining funding to conduct more robust research in the future. Whiting catch would be landed and sold and all catch of stocks allocated to Northeast multispecies sectors will be deducted from the sector’s annual catch entitlement for each stock. Discards would be identified, weighed, measured, and returned to the sea as quickly as possible. The participating vessels would be required to comply with all other applicable requirements and restrictions specified at 50 CFR part 648, unless specifically exempted in this EFP. If approved, the applicant may request minor modifications and extensions to the EFP throughout the year. EFP modifications and extensions may be granted without further notice if they are deemed essential to facilitate completion of the proposed research and have minimal impacts that do not change the scope or impact of the initially approved EFP request.
